The Opportunity

This position is responsible for designing, developing and maintaining enterprise-scale GIS applications in accordance with agreed standards and procedures, using both client and server-side frameworks where appropriate.


  • Meet development needs for creating in-house add-ins, plug-ins and tools to assist day-to-day geospatial data management and processing.
  • Undertake development work on new and existing GIS applications. Integrate and design functionality to help automate processes where appropriate.
  • Assist with formal analysis of user requirements with regard to new and existing systems, and provide appropriate design documentation. Design and conduct in-house training and technology transfer of GIS-related subject areas
  • Liaise with partners and vendors to ensure successful integration of content and/or systems.
  • Work with non-GIS developers to integrate GIS functionality into customized standalone and web-based solutions
  • Work with other users on the development of joint applications, sharing of data and integration of GIS functions into other Departmental activities. Maintain GIS-related web-based applications and web services
  • Provide technical support for GIS projects, staff and clients including: troubleshoot GIS systems, assist users with resolving software problems, provide training and documentation of implemented GIS applications as well as assist technical staff with installation of new applications and upgrades.
  • Proactively work with the in-house GIS Technicians and provide coding mentoring.

Education: Must be high school graduate supplemented by the successful completion of a College diploma in Geographic Information Systems or Computer Science, Information Technology or other related discipline which is acceptable to the City.

Experience: A minimum of five (5) years' experience working in a position of similar responsibility and function, preferably in a municipal or consulting environment with exposure to similar levels of details and diversity of applications. Technical experience with GIS applications, specifically ESRI products including ArcGIS Desktop, ArcGIS Server and ArcSDE on SQL Server. Experience with relational database management systems, including MS SQL 2005/2008, with strong proficiency in SQL. Experience developing and consuming web services would be considered an asset. Application development or programming including ArcObjects, .NET or JavaScript, .JavaScript / Python / .NET. Experience developing and consuming web services.

Other: Ability to work independently with limited supervision, or as a cooperative and participative team member; well organized and constructive; good math, writing, verbal and reading skills with the ability to communicate effectively with people in a tactful, diplomatic manner. Interest in maintaining skills through a combination of self study, training, and other professional development activities. Must possess a valid class 5 Driver's License for the province of Newfoundland and Labrador.

A combination of education and experience acceptable to the City may be considered.

Hours of Work

9 am- 4:30 pm, Monday - Friday, 33.75 hours per week.
