Manager of Talent Acquisition & EDI

Position Status: Full Time

Location: 5310 Explorer Drive, Mississauga

Reporting To:

Director, Organizational Effectiveness & Total Rewards

Hours of Work:

Monday - Friday, 8:30 am - 4:30 pm

Position Summary:

The Manager of Talent Acquisition & EDI will implement and oversee the talent management strategy through attraction, recruitment and retention of a highly skilled workforce and champions Ornge as an employer of choice. Integrates people strategies with overall workforce planning and leads Human Resource strategies and programs with respect to equity, diversity and inclusion and employer branding.

Responsibilities :

Workforce Planning:

  • Works with HRBPs/business leaders to develop strategic plans for workforce planning; assessing workforce, forecasting talent needs and determining gaps in the short, medium and long term.
  • Collaborates with Organizational Development/Effectiveness leadership to align strategic goals for talent upskilling and leadership development.
  • Develops budget and plan for recruitment based upon workforce planning / estimated turnover metrics. Forecasts costs for recruitment, training, development and replacement of skills.
  • Identifies new skills required, or skill gaps, within the organization and assess cost and time to acquire talent versus acquire services; makes recommendations to Director/business leaders.
  • Collaborate with in the identification of top talent and key skills for the purpose of career development and succession planning.

Talent Acquisition / Recruitment Lifecycle:

  • Develops and executes strategic recruitment plan that drives strategies for creative sourcing and selection of talent; ensures that strategies support recruitment of a diverse candidate slate to and utilizes a variety recruitment/intake strategies in consideration of cost to recruit.
  • Streamlines the full recruitment lifecycle process to enhance the candidate(s), hiring manager and employee experience.
  • Works closely with hiring managers to understand current and future staffing needs and provide strategic guidance on sourcing and selection processes; collaborates on development of effective selection criteria/assessments that are better predictors of employee success.
  • Leads initiatives to improve organization attractiveness through strategic marketing planning around employment branding, digital and social media presence, and leveraging Ornge's unique culture and employee offerings to build talent pipelines.
  • Ensure that all recruitment processes comply with legal and regulatory requirements, including Equal Employment Opportunity (EEO) and diversity and inclusion principles.
  • Plans/coordinates recruitment events.
  • Develops and manages the onboarding process for new hires ensuring that new employees receive proper orientation and on-the-job-training.

EDI Initiatives / Governance:

  • As the organization subject matter expert on equity, diversity and inclusion, leads the development, design and implementation of the EDI Roadmap focusing on program, policies and initiatives including a focus on northern recruitment and with northern bases and communities.
  • Promotes leadership at all levels of the organization's EDI governance model and supports the work of the EDI Committee.
  • Provides the knowledge and insight needed to deliver training that builds capacity and understanding of priorities such as equity, diversity, inclusion, and cultural competency.
  • Collaborates with internal and external partners to ensure EDI principles are embedded within day-to-day operations as well as Ornge's core practice, policies and procedure.
  • Creates and rollout an annual corporate calendar of recognition in support of key EDI initiatives throughout the year.
  • Develops key metrics/dashboards that will enable measurement of success for EDI programs.

Metrics and Reporting:

  • Establish key performance indicators (KPIs) and metrics to track the effectiveness of recruitment, EDI, and employee engagement initiatives, and align with overall workforce planning strategy.
  • Prepare regular reports and presentations for senior leadership, Board and other stakeholders, highlighting successes, challenges, and opportunities for improvement in recruitment, EDI, and employee engagement efforts.

People Management:

  • Fosters a collaborative and high-performance culture within the recruitment team / leads Talent Acquisition Specialists.
  • Encourages cross-training and skill development within the HR team to ensure versatility and resilience.

Qualifications :

  • Post-secondary education in Business Administration, Human Resources or Industrial Relations.
  • Bachelors Degree in Human Resource Management or Industrial Relations. Or equivalent work experience.
  • Certified Human Resources Professional/Leader (CHRP/CHRL) or Certificate from the Human Resources Professionals Associations (HRPA).
  • 5-6 years of progressive experience working in Human Resources.
  • A proven track record of managerial or directly related experience, demonstrating progressive responsibility and success in talent acquisition, workforce planning, and EDI initiatives.
  • Experience with full cycle of talent acquisition.
  • Experience with human resource management policies and programs.
  • Experience with employment legal framework at the provincial and federal levels.
  • Experience with drafting policies, procedures, guidelines and HR programs.
  • Experience in working in a unionized work environment.
  • Excellent networking and relationship-building skills.
  • Demonstrated ability to deliver a positive talent acquisition experience (internal and external).
  • Sound understanding of technical recruiting strategies with the use of application tracking software, social media and professional networks such as LinkedIn.
