JOB FUNCTION

Perform assigned work to assist in developing, evaluating and implementing strategy, policies, procedures and management systems in the provision and support to line management. Assist in coordinating the compilation and provision of financial analysis and implications of business plans, budgets, programs performance data, business proposals, and external financial arrangements.

GENERAL ACCOUNTABILITIES

  • Perform activities in one or more of the following areas: planning, decision support, budget, management reporting, financial evaluation/analysis, management process development, internal control, accounting and systems.
  • Assist in devising, developing, analyzing or establishing new strategies, policies, procedures and management systems in order to satisfy the needs in a number of the following areas: approval process, business plans, budget, management reporting, performance management, internal control, financial evaluation and organizational authority.
  • Support Supervisor to ensure objectives are achieved within the approved policy and acceptable business practices of Hydro One.
  • Make effective recommendations on authority levels, work methods on financial processes and budgets including staff levels.
  • Compile and analyze business information relative to the plans and performance.
  • Assist in defining requirements and evaluating outputs produced each year with the objective of providing a clearer picture of ongoing work and the benefits.
  • Assist in the conduct of operations research, technical/economic/environmental/business/ regulatory impact assessments and other specialized studies to determine transmission and distribution customer/system needs.
  • Assist in the analysis of problems and development of strategies, alternatives and preferred solution; and assist in the delivery of solution through suppliers and service providers.
  • Receive assignments from supervisor in broad terms on specific problems related to assigned area of work.
  • Research available resources and contacts and propose effective recommendations.
  • Prepare comprehensive reports and specifications and present solutions, producing necessary documentation, as necessary.
  • Develop performance measuring and monitoring systems. Assist with the implementation of approved performance measurement systems and monitor performance in comparison with targeted objectives.
  • Coordinate collection of variance explanations and prepare monthly division performance reports.
  • Assist in the development, updating, maintenance and distribution of pricing guidelines and all related support procedures and systems.
  • Work with corporate units to establish forecasts and trends in costs and benefits.
  • Provide advice, guidance and assistance to staff to facilitate the preparation of project of proposal pricing and to resolve problems arising in the interpretation and application of pricing-related policies and procedures, as requested.
  • Assist various business unit staff in the comprehension, interpretation and application of pricing processes and procedures by presenting instructional and educational seminar and training sessions, as requested.
  • Perform other duties as required

MINIMUM REQUIREMENTS

Education:

  • Requires a knowledge of finance, business administration, accounting principles and related disciplines including cost accounting, budget administration and systems in order to assist with the evaluation/pricing, monitoring, interpretation and maintenance of various proposals and the preparation of budgets.
  • Requires knowledge of computerized management systems and controls, in order to develop, implement and maintain information systems and evaluate and monitor work program productivity and performance measurements.
  • Requires a good knowledge of English to provide effective presentations and prepare reports.
  • This knowledge is considered to be normally acquired either through the successful completion of a four year university education in business administration or by having the equivalent level of education.

Experience:

  • Requires an understanding in the electricity industry in Ontario and in the distribution and transmission functions.
  • Requires experience within the financial management and control environment to understand financial and business practices and procedures.
  • Requires experience with business planning and budget processes and approval processes, financial and information systems and controls and the structure and relationship of the business unit.
  • A period of over 4 years and up to and including 6 years is considered necessary to gain this experience.
