Job Summary

Population Data BC is a multi-university, data and education resource facilitating interdisciplinary research on the determinants of human health, well-being and development.

Population Data BC is the coordinating centre for the Health Data Research Network Canada (HDRN Canada) and the SPOR Canadian Data Platform (CDP). HDRN Canada is a research-enabling, distributed network that supports multi-regional, person-focused research. The work of HDRN Canada is supported by a seven-year, $39M grant awarded by the CIHR under its Strategy for Patient-Oriented Research (SPOR), and has in-kind contributions from network member organizations across Canada. HDRN Canada is a federally incorporated not-for-profit organization with many complex and strategic relationships with Ministries of Health and other government entities (which are often funders of network members), with federal agencies and with other groups, networks and data providers. The network is comprised of every national, provincial, and territorial centre that holds population-wide health data. As HDRN, our 14 centres work together and share resources to support researchers in using the 543 health and social datasets that our centres hold.

Population Data BC is based at the School of Population and Public Health (SPPH), which is in the Faculty of Medicine at the University of British Columbia. We are a key member of the International Population Data Linkage Network, through which we have promoted international research collaborations and fostered working groups on privacy and access to data.

The Strategic Communications and Funder Relations Manager is responsible for developing and executing communications and relationship activities of HDRN Canada in alignment with HDRN Canada's mission and vision of bringing together people and organizations across Canada for transformative and world-leading health data use that address health and health equity. The incumbent will provide unified communications leadership across the 14-member network, ensuring consistency and accuracy, as well as elevating and safeguarding the reputation of HDRN Canada and its constituent centres.

Organizational Status

Reporting to the HDRN Canada Scientific Director and CEO, and with accountability to the Director of Operations, the Strategic Communications and Funder Relations Manager works with significant latitude and collaborates with the Executive and Leads of HDRN Canada to develop and oversee all strategic communications to support the growth and brand identity of the HDRN Canada. This includes internal communications of strategic importance, communications with funders, partners, and external public communications. The incumbent works closely with communications staff, Network members, which includes people (e.g. who are part of Executive and Leads) but also organizations that comprise HDRN Canada. The incumbent builds relationships with teams and stakeholders, the latter in coordination with HDRN Canada's external partnership team.

Work Performed

Conceptualize, implement and evaluate communications and digital engagement strategies for HDRN Canada, including internal (within 14 national, provincial and territorial centres) and external (including public-facing) initiatives, and those that relate to new or ongoing external funding.

Develop and implement integrated and comprehensive messaging for HDRN Canada overall, and for new projects, initiatives, or programs, along with a unified and centralized hub for communications. This includes development of content specifically aimed at funders of network members such as Ministries of Health, federal funding sources, etc.

Work independently and in collaboration with HDRN Canada Executive and Leads (leadership representatives from constituent centres) to develop a comprehensive range of integrated communications materials to promote and safeguard HDRN Canada's visual and content identity. Design and provide high-level oversight for all digital communications strategies and campaigns (including web content, blogs, etc.) including: communications with funders, stakeholders, web and social media content and functionality; social campaign events (e.g. media events and public forums); and development and design of written materials.

Oversee all functions of HDRN Canada's websites, ensuring that content and technology is up to date, capturing ongoing analytics and measurement, and meeting high standards of user experience.

Consult and manage development of new funding applications.

Direct integrated engagement and communication planning and implementation.

Identify and leverage opportunities for collaboration across HDRN Canada, and with external partners and community stakeholders across Canada

Evaluate the effectiveness of communication and marketing plans

Create and implement systems for relationship identification and management that can be used by multiple staff at centres across the network.

Liaise, consult and build relationships across Canada with community and policy members, other national and provincial/territorial organizations, and key stakeholders to strengthen connections, share information, and create opportunities for partnership.

Oversee relationships and identify needs and develop communications for funding and other strategic partners of HDRN Canada.

Manage communications staff and provide oversight to communications initiatives.

Develop and manage critical response systems for issues that may arise that might have reputational repercussion; this would include but not be limited to cybersecurity events and other data-related issues. This includes events that may not affect HDRN Canada directly but that could influence stakeholder perceptions of data ecosystems more generally. Take leadership in response to any public relations crisis management and develop mission critical strategies for crisis and incident management.

Apply an Inclusion, Diversity, Equity, and Accessibility lens to HDRN Canada communications to ensure alignment with network priorities

Lead publishing initiatives and opportunities across the network, including academic and non-academic media

Perform other duties as requested by HDRN Canada Executive team.

The incumbent will work in a negotiated on- and off-site arrangement. When on-site, this will be in PopData in a designated, appropriate workspace. Travel to meetings may be required from time to time

Consequence of Error/Judgement

This position entails a high level of confidentiality and discretion. Failure to maintain information in confidence could result in damage to credibility and poor relations with internal and external stakeholders. Implications of decisions or advice may result in restricted operations and legal and/or financial liability.

Poor judgment or failure to act in a professional, tactful manner will have an adverse effect on the image of the HDRN Canada. Poor public/private sector relationships could result in a negative image of HDRN Canada and may impact levels of funding made available through partnerships. Errors could result in significant concerns regarding the liability, credibility, and integrity of the HDRN Canada, other Network members and UBC.

Supervision Received

Reports to HDRN Canada's Scientific Director and is accountable to the Director of Operations. Works within broad policy guidelines and mandates. Work is reviewed in terms of adherence to guidelines and mandates, the achievement of broad goals, and the overall success of communications strategies.

Supervision Given

Manages staff, consultants and external service providers, directly and indirectly.

Minimum Qualifications

Undergraduate degree in a relevant discipline. Minimum seven years of related experience, or communication services, or the equivalent combination of education and experience.

Preferred Qualifications

Master's degree in marketing, communications, journalism, digital media or related field; PhD is an asset. Experience in a communications role including hands-on experience working with digital communications including social media preferred. Project management experience, including responsibility for developing project plans and timelines, and managing external suppliers or contractors. Work experience in a research, academic or health care setting an asset.

Skills:

Excellent written and verbal communications skills, with a demonstrated ability to write in a variety of styles for a range of audiences, and to translate complicated scientific concepts into lay language.

Demonstrated ability to develop and implement strategic and tactical communications plans, coupled with excellent copy-editing and proof-reading skills.

Must have strong organizational skills, with a proven ability to identify priorities, complete multiple tasks and deliver results on deadline.

Team player with ability to work in a collaborative manner with diverse groups and be flexible in response to evolving organizational needs.

Experienced in building and maintaining relationships with stakeholders across diverse contexts, various levels and organizations.

Demonstrated ability to take initiative, and willing to learn.

Demonstrated knowledge of and experience in social media, including best practices and tools.

Comprehensive computer literacy including demonstrated intermediate level skills with Microsoft Office programs.

Experience in conference/event planning an asset.

Ability to work effectively both independently and within a team environment
