Position Summary

Are you a skilled marketing professional looking for a chance to make your mark and make a difference in the community? The City of Richmond Hill has a unique opportunity for a creative communicator interested in shaping the future of the City's brand.

Reporting to the Manager, Strategic Communications, the Marketing and Advertising Advisor will help build the City's story and profile as one of the most desirable communities to live work and play by developing and executing comprehensive marketing campaigns and advertising plans that get the best results for the investment.


Strategic planning and execution

  • Be a brand champion and help evolve and manage the consistent presentation and representation of our brands across all touch points
  • Lead the development and implementation of data-driven marketing and advertising strategies designed and executed to achieve the desired effect, such as investment attraction and placemaking
  • Coordinate and make recommendations on corporate advertising buys and placement to ensure best reach and value, working with vendors and media outlets to identify new opportunities to meet the City's communications needs
  • Prepare detailed proposals and multi-channel marketing plans, including campaign plans and budgets, leveraging owned, earned, shared and paid media
  • Write compelling, insightful copy and provide creative direction in the development of products to support approved strategies
  • Advise senior staff and Council on branding, positioning, communications and other marketing issues
  • Advance modern communication practices, digital strategies and multimedia tools and tactics
  • Identify potential issues/situations that may impact the City's reputation, or that may have legal implications or potential for media exposure


Research and evaluation

  • Determine ROI for marketing activities to help demonstrate their value in a public sector environment, as well as the growth of reach and impact over time
  • Track, analyze and regularly report on the ROI/KPI in relation to marketing, communication and advertising initiatives
  • Understand, analyze and react to rapidly evolving trends in technology, advertising, digital media, industry approaches, consumer behaviour and media consumption habits and share best practices knowledge and insights
  • Conduct public opinion polling and attitudinal surveys and work with market research and business intelligence to understand target consumers' needs, values, preferences, requirements, and trends.
  • Leverage customer and business data and research to develop marketing plans that solve problems and address insights and apply learnings to help shape future strategies.
  • Propose and develop policies and guidelines to support marketing and advertising efforts across the organization

Relationship management

  • Develop and nurture long term relationships with in house teams and external vendors
  • Position Strategic Communications as a leader and partner by ensuring clients are well served and consulted throughout the communications planning process and by supporting the City in achieving business objectives
  • Lead cross-disciplinary project teams, working closely with clients, colleagues and stakeholders to accomplish shared goals
  • Build relationships with key media outlets to understand their needs and generate successful pitches

Education and Experience

  • Degree in Marketing, Communications, Business or related discipline
  • 7 years related experience

Required Skills/Knowledge

  • Demonstrated marketing expertise in various areas such as: content development and optimization, advertising, events planning, social media, email, print, etc.
  • In depth knowledge of data analysis and best practices in market research, including comfort with digital survey tools
  • Demonstrated expertise in strategic communication planning and evaluation for small and large scale projects
  • Superior creative writing and storytelling skills with the proven ability to create powerful headlines and attention-grabbing marketing copy
  • Knowledge of the local, regional and multilingual media landscape
  • Demonstrated experience in the production of a variety of print, digital and multimedia communications products
  • Understanding of techniques, tools and research methods for effective community engagement
  • Proficient in Microsoft Office Suite
  • Knowledge of basic Adobe graphic design products is an asset
  • Working knowledge of social media platforms (Facebook, Twitter, Instagram, YouTube, LinkedIn) and other digital engagement tools
  • Experience with web content management systems is an asset
  • Knowledge of photography, videography and related editing software is an asset
  • Strong consultative and persuasion skills
  • Ability to identify opportunities to proactively communicate information and promote City programs and services

  • Experience as a media spokesperson/liaison and comfort pitching stories to various media outlets
  • Exceptional project management and organizational skills, including the ability to work with clients, manage timelines, project budgets, vendors and expectations

  • Must possess a valid Ontario Class "G" Driver's License, and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire
